02.05.2014On may 2, large meeting of board was held in the Ministry of Internal Affairs dedicated to the condition of works done in the field of "Prevention of crimes committed against property, as well as theft of personal property" and "Ensuring traffic safety".
The Minister of Internal Affairs of the Republic, the colonel general Ramil Usubov stated that both of the issues put on the discussions were actual and covered the important directions of the activities
Then, the minister stated that as the unlawful actions being against the property arranged average 30 % of the crimes recorded in the republic, and the works done in the field of prevention, detection of them, restoration of the rights of the citizens and indemnification of the damage are of significant importance, the activities in the relevant field was under daily control, and they were taken to the discussion of board meetings and operative consultations and several necessary decisions were adopted.
The minister Ramil Usubov naming securing of the traffic security as one of the most important directions in protection of public order being one of the very important functions in the field of provision of safety of traffic, protection of life, health and property of people stated that the state traffic police handles the duties undertaken by them as well, the image of the police depended on the daily activities of the citizens as the service being in contact with them, and noting that there are certain shortcomings and errors along with the positive works implemented and stated the importance of prevention of them.
The deputy chief of the Head Criminal Investigation Department, the police colonel Jafar Farzalizada delivered a speech on the first issue on the agenda and stated that the special weight of the crimes against property arranged averagely 43 % in the structure of total crimes and the special weight of those remained undetected arranged 73 % for the last one year and three months. By the operative investigation measures implemented jointly with the territorial police authorities, 939 groups consisting of 1342 persons who committed the relevant crimes, as well as 358 groups consisting of 972 persons who committed personal property thefts were neutralized, 1020 wanted persons were arrested. In the result of timely application of operative plans, as well as by the participation of services "102" and "Safe city", 150 crimes of theft and 59 crimes of attempt to theft, 21 crimes of car theft, 2 crimes of fraud were detected with “hot traces”.
It was noted that in general 7482 crimes against property, as well as 3726 crimes of personal property, 882 crimes of theft from the apartment, 417 crimes of cattle, 125 facts of pocket picking, and 251 crimes that were closed in previous years have been detected, and 3365 persons were arrested for these actions and as well as 1133 accused persons were arrested.
By the joint measures implemented together with the territorial authorities based on the operative information received by the department for combating pocket-picking crimes of the Head Office in the first quarter of the current year, the criminal group consisting of the citizens of Georgia and Azerbaijan who committed 103 crimes of apartment theft in the territory of Binagadi, Khazar, Narimanov, Khatai, Surakhani, Sabail, Nasimi, Garadagh and Absheron districts, and 74 criminal groups consisting of 125 persons who committed 278 theft facts in the territory of capital were neutralized by the Binagadi district police department.
The security guard services protected 6177 objects, as well as 2227 apartments in 2013. The number of protected objects and apartments increased in the beginning of the year, 130 theft facts were prevented in the protected objects. Detection of the crimes against property last year arranged 70.5 %, the detection of the crimes against property was improved 0.2 % in three months of the current year in comparison with the relevant period of the last year, detection of robbery 18 %, detection of theft of personal property 2.5 %, detection of theft of cattle 19.0 %, detection of thefts from cars 19.7 %.
The chief of the Head Office for State Traffic Police, police major general Ramiz Zeynalov delivering a speech with the report about the works done in the field of securing the safety of traffic stated that as the conclusion of the successful measures implemented in respect to improvement of life level of the citizens by the President of Azerbaijan Republic, mister Ilham Aliyev, more than 417 thousands of car were brought to the country only in the last 5 years. At present averagely 1 car falls in the share of each 8 persons in the country and the total number of the cars registered exceeded 1.245.000.
The conducted comprehensive reforms did not pass by the state traffic police service performing the function of control on the traffic and securing the safety of traffic. Improvement of normative legal base in respect to the traffic kept in the center of attention, the suggestions in respect to decrease of communication with the citizens were worked out and submitted to the relevant authorities within the framework of intensification of reproaches for several administrative offences and measures for combating corruption. Necessary measures were taken in mutual relations with the relevant State Agency for adoption of the standards on the issues of ecological safety. In order to protect the atmosphere air from harmful impacts of the cars, the “Clean Air” monthly is conducted together with the Ministry of Ecology and Natural Resources. It was noted that administrative reproach measures were applied about the legal and natural entities by detecting more content of harmful substances in the gases of the engines of more than 40 thousand cars in last 5 years.
The Rapporteur noted that by the prophylactic measures for intensification of discipline of the drivers and other participations of the action being one of the major factors in securing the safety of the traffic, 1.429.781 offences were identified only in 2013, as well as 10424 offences were identified in respect to driving in drunken condition, 299.368 offences were identified in respect to exceeding the speed limit, 28.699 offences were identified in respect to violation of passing rules, 4.727 offences were identified in respect to violation of passenger transportation rules, protocols were compiled about more than 100 thousand pedestrians. 703 drivers doing auto hooliganism and 11.578 cars with dark and film covers on the glass were detected, the driving license of 2.636 persons were restricted. The number of detected violation of rules was 408.659 facts higher in comparison with the previous ones.
According to the decisions of the board, and assignments and tasks of the ministry of internal affairs on intensification of combating high speed driving of cars making influence to occurrence of accidents, analogous offences were detected 2.2 times more in 2013 in comparison with the previous year and in the result the accidents occurred for that reason decreased to 30 %.
The persons delivering a speech in the discussions spoke about the implemented works, existing shortages and measures taken on prevention of shortcomings and the duties set forth.
The minister finalizing the meeting by noting that the works done on the issues on the agenda were satisfactory, at the same time, there were some errors and shortcomings in several territorial authorities required to create major turn within a short period of time in relevant directions, and provided concrete assignments and recommendations.
The Minister of Internal Affairs stressed that the statehood policy of the great leader Heydar Aliyev stands on the basis of successes earned in all fields of the country life for last years, establishment of stable and durable legal-poitical system in the republic, strong economic potential and raise of welfare condition of our people.
Also, it was stated that the authorities of internal affairs takes part in the state building processes continued successfully under leadership of the Excellency President of Azerbaijan Republic, Mr. Ilham Aliyev, the selfless and devoted service of the personnel to the fatherland in successfully combating crime, reliable protection of human rights and freedoms, public order, tranquility were repeatedly highly appreciated by the head of our state. The minister stated that the speech of the President of Azerbaijan Republic Mr. Ilham Aliyev in the meeting dedicated to the finals of socio-economic development of the first quarter of 2014 and the duties set forth should be a document of program character for each associate.
The colonel general Ramil Usubov reminding that the European Olympic Games would be conducted in the country the next year and stressed that important duties fall on the Ministry of Internal Affairs in the organization of this grand international event and all necessary measures would be taken for protection of public order and social security.
The minister required the necessity strict compliance with the code of ethical behavior in communication with the citizens, increase of prophylaxis of traffic events, paying attention to detection of administrative offences such as driving of transport facilities by the drunken drivers, violation of passing rules and driving the transport facilities with high speed.
The speaker saying that the professional core was formed in the authorities of internal affairs commissioned the chiefs of territorial police authorities to pay attention to whether the personnel is accurately selected, and to attract physically healthy, educated, erudite, intellectual young people with great outlook to our line for decent continuation of glorious traditions of Azerbaijan Police, and reminding his reception of the persons wishing to serve in the position of private and junior chief staff together with the citizens in Goychay city said that selection of the most worthy of them would make positive influence to raise of the reputation of the law enforcement authorities in the society.
The minister expressed that successful results were gained in the field of securing the public security and combating crime during the current year with the joint efforts of the law enforcement authorities, and the obtained positive tendencies were maintained.
