On September 30, Board Meeting was held dedicated to future tasks and situation with the activities carried out in the field of execution of the tasks arisen from the Law of the Republic of Azerbaijan on “Compliance with the law, provision of the human and citizen rights and liberties in the internal affairs bodies” in the Ministry of Internal Affairs and on “Preventive measures on desolation and infringements by the juveniles”.

Opening the meeting the Minister of Internal Affair, Colonel General Ramil Usubov in his speech he spoke of the legality which is one of the basic principles of the police, basic terms in the field of respect to human rights and liberties, fight against the crime and provision of public security, as well as prevention of infringements among the juveniles, elimination of conditions causing such cases and Ministry’s organizational-practical measures in this direction.  

Noting the urgency of both the issues to be discussed and that these issues cover  important fields in connection with activity of the internal affairs bodies, the Minister said that 9 month of the year had passed, positive tendency achieved in fight against the crime and provision of the public security have been preserved in this reporting period, situation with the level of opening of the crime had improved in comparison with the previous year and that several positive actions had been taken by the personnel in the mentioned directions. At the same time, it was noted that there are certain shortcomings and insufficiencies in arrangement of activity both in the field of compliance with legality, provision of human and citizen’s rights and liberties, and preventive measures on desolation and law infringements by the juveniles.   
Chief of the Department of Internal Investigations, Police Major General Rasim Musayev also addressed to the Meeting on the first issue. According to him, enough efficient measures have been taken in this field, orders, instructions and plans reflecting complex measures have been prepared and submitted to execution for perfection of management and organization activity, improvement of professionalism of personnel, increase of responsibilities, strengthening of service and execution discipline.
Measures taken based on the orders signed by the President of the Republic of Azerbaijan in 2006 and 2011 served for shift of the activities in legality, including provision of human rights to new flatness by quality, increase of influence of the police, expansion of business relations with internal affairs and other state bodies, including Ombudsman institutions and improvement of partnership relations with the civil society institutions. “102” Service, “Safe city” system, “Hotlines” and electronic mails established for the purposes of provision of citizens’ satisfaction, prompt responds to crime and events, and arrangement of efficient relations with the society ensures successful execution of the tasks set before in the relevant field.  
It was noted that 38 new temporary detention facilities meeting the international standards have been constructed and 24 detention facilities have been refurbished for the territorial police bodies.  Proper conditions allowing the observes from governmental and non-governmental organizations, as well as international bodies to conduct monitoring, freely and without any limits, in the temporary detention facilities and more than 200 relevant monitoring events have been organized by them within 9 month of the year. On the other hand, providing of the population with the information on the results of the service activities by means of Mass Media, reception of the citizen twice a month both in the regions and the Ministry are continuously arranged as an important issue in provision of legality and human rights.  
Plenty of meetings have been held in the Ministry with UN, OSCE and Council of Europe, International Cooperation and International Migration Organizations, International Committee of the Red Cross, as well as their representatives in Azerbaijan on human rights and liberties. In the last 10 years more than 5 thousand employees of the internal affairs bodies have attended related seminars and trainings. It was noted that such events served for strengthening the legality and achieving certain positive results in the relevant directions. It is about 2 years that groundless detention, groundless arrest and violation of the drivers’ rights have decreased considerably and torturing, beating, illegal search, illegal use of service arm have not been registered.  During the passed period of this year number of the law infringements by the police has decreased by 8.1%, while the number of those punished for such purposes have decreased by 13.2%. At the same time, 202 employees over 129 facts revealed in connection with violation of the human rights and liberties have been brought to administrative responsibility, 30 persons have been dismissed from the service, 30 more persons have been dismissed from the positions and 1 person has been relegated to 1 rank.     

Speaking on the 2nd issue the chief of the Main Public Security Department, Police Major General Javanshir Mammadov said that latest measures taken in provision of human rights and liberties according to international experience, strengthening of the relations with all groups and layers of the population and protection of rights and interest of the youth also covered the service on arranging the preventive measures with the juveniles. Within the framework of legal reforms applied in the country, Laws on “Children’s rights”, “Preventive measures against desolation and law infringements by the juveniles”, “Prevention of domestic violence” have been adopted, Azerbaijan have joined the various international conventions on protection of the children’s rights, and other normative acts on this field have been prepared and submitted for execution.  Business relations with relevant state bodies, international and non-governmental organizations on prevention of infringements and desolation among the juveniles, protection of the children’s rights, as well as solution of the problems of those requiring state support and care and fruits of such mutual activity have improved.     
More than 30 international conferences have been held with Representative Office of UNICEF in Azerbaijan, UN International Labour and Health Organizations, OSCE Baku Office and other international bodies and trainings have been organized in several phases involving about 400 employees.
1210 raids and control have been conducted with the participation of the representatives of state bodies and public organizations by the relevant police services over prevention of the cases creating conditions for infringements by the juveniles, about 400 meetings and round table have been organized on legal education. Meanwhile, socio-moral aspects and legal responsibilities of infringements committed by the juveniles have been discussed in the event in which attended about 20 thousand teenager and their parents involving more than 100 representatives of commission under the local executive power bodies, health, social, defence bodies and Mass Media.
Totally, within the last 1.6 year 7890 juveniles, including 985 juvenile-beggars have been brought to police bodies, special detention facilities and isolators for various infringements and absence of control, including 297 parents forcing the children to be engaged in illegal activities and leading of unsocial life and measures have been taken in relation to them in accordance with the legislation. Along with it, 41 gangs with 124 juveniles committing 117 crimes have been neutralized and 756 juveniles committing 729 crimes have been revealed.     

Speakers spoke of works done and shortcomings on the issues discussed and promised that shortcomings would be eliminated soon.  

The minister, who finalized the meeting, in his speech recommended not to comfort due to achievements, to improve professionalism, skills and experience of the employees, highlighted the importance of durability of the measures against the crime, including corruption violations among the personnel and gave his tasks and further recommendations.  
Mr. Ramil Usubov also noted the importance of serious control over implementation of the ministry’s Order, Board Decisions and instructions aiming at strengthening of legality and discipline, timely and fair consideration of the applications on illegal behavior of the employees, serious compliance with requirements of the procedural legislation during investigation of the crime and pre-court simplified execution, increase of control and demand over the legal and interests of the crime participants, high level execution of the tasks arisen out of relevant legislative acts, state programs, Ministry’s Board Decisions, Order and Instructions and efficient organization of mutual interservice relations.      
He also highlighted the necessity of determination of cause and conditions of the crime committed by the juveniles, taking timely measures, carrying out the activities according to the requirements of the normative acts, timely identification and registration of the uncontrolled and criminally inclined children deviating from the education, covering the necessary preventive measures, taking necessary measures aiming at re-education and protecting the children, as well as holding continuous meetings at secondary, vocational and higher educational institutions on hazardous consequences of the drugs.          

Then the Minister reminded the Order of the President Ilham Aliyev dated on September 24 on “some security measures on the contact line between the Armed Forces of the Republic of Azerbaijan and the Armed Forces of the Republic of Armenia” noting the importance of high level execution of the tasks arisen out of the very document, active explanation and enlightening activities among the frontline population.
Colonel-General Ramil Usubov focused his attention on strengthening of moral-psychological conditions, discipline among the personnel and taking more serious measures. It was particularly noted that each employee has to be careful in execution of the tasks undertaken, to hold the name of police high by being loyal to the oath taken and service tasks, to demonstrate polite behavior, and to ensure that relations between the police and citizens are of high quality as required by the honourable president.

Minister of Internal Affairs, on behalf of the attendees of the Board Meeting, assured the President Ilham Aliyev that the personnel would decidedly continue the fight against the crime, properly fulfill the tasks undertaken towards provision of public order, be vigilant on guard of the statehood and finalize the year with higher results.
