21 January – A briefing session devoted to the results of the work done in 2014 and current challenges was held in the Mobile Police Regiment.

Minister of Internal Affairs of the Azerbaijan Republic Colonel General Ramil Usubov took part in the event.

Opening the meeting, Minister Ramil Usubov mentioned further improvement of people social welfare and strengthening of our country positions in the international arena as well as more effective protection of human rights and freedoms over the previous year in the result of the purposeful political course initiated by Great Leader Heydar Aliyev and successfully pursued by President of the Azerbaijan Republic Ilham Aliyev.

He noted that the domestic and foreign policy persistently carried out by the Head of state is in the best interest of the nation and based on reality and has already had its positive effect on activities of the internal affairs agencies.

The Minister mentioned significant improvement of the level of professionalism and physical fitness of the Mobile Police Regiment achieved for the recent years in the area of crime prevention and maintenance of public order and security, and a major role the Regiment plays in exemplary protection of public order, tranquility and stability in the capital of the republic as a mobile unit worthily discharging all assigned tasks.

Commander of the Mobile Police Regiment, Police Colonel Zaur Abdullayev delivered a report on the work done and results achieved during the reporting period. He noted that the primary focus was on prompt solution of problems facing our citizens, building of service based on the operational situation analysis, improvement of the staff competence level and strengthening of discipline. Dynamics of crimes and incidents was under continuous monitoring in streets and other public places of the capital to provide effective fulfillment of all assigned tasks. Common stationing plans were elaborated and implemented jointly with the Main Police Department of Baku city. The Regiment provided exemplary protection of public order during public events held in the capital. Service women engaged in this area under instructions of the MIA executive staff also worthily performed their duties.

It was noted that in 2014 patrols detained 25,816 persons for administrative offences and delivered them to the police departments for taking appropriate measures. 633 of them committed various crimes including 170 detained for hooliganism, 18 for roguishness, 143 for illegal drug possession and trafficking, 183 for thefts, 18 for robbery, and 78 detained persons were on the wanted list. The number of detected crimes increased by 17% as compared with 2013. In the result of measures taken to prevent traffic-related offences by pedestrians under the order of the management, 2618 persons who committed administrative offences were detained for bringing administrative actions against them.

It was mentioned that 500 employees passed the intensive course of English language within the scope of preparation for the First European Summer Games and specialists assessed the final examination results as satisfactory. In whole, appropriate work was carried out for improvement of staff qualification, skills to make adequate decisions under pressure and clear understanding of situations when physical force and special equipment should be used.

Summarizing the session, the Minister of Internal Affairs assessed positively the results of activities carried out by the MPR staff throughout the year, gave instructions and recommendations and touched upon challenges and the ways of responding to them.

Colonel General Ramil Usubov emphasized importance of effective management of forces and equipment in view of increase (even though slight) in the number of crimes committed in public places of the capital, analysis of registered crimes and deep study of the operational environment of the service territory assigned to each officer.
He asked the Regiment command to intensify control over the work for improvement of physical and combat training of the staff as one of the primary tasks, giving attention to external appearance of staff members during the pre-service training, observance of uniform regulations, showing initiative in new information technology application in their service, discharge of duties and assigned tasks connected with the First European Olympic Games to be held in summer this year including maintenance of security, protection facilities guarding, identity check service functions, etc. at the high level, and to make further efforts for assigning employees to the courses of foreign languages.

It was noted that the staff should know thoroughly its duties, functions and rights provided for by law, and at the same time abide by ethical norms in their relations with citizens and respect legitimacy and human rights and freedoms. The Minister emphasized that the leadership of the country creates all conditions and the state gives every support to the staff for effective discharge of duties.

Minister of Internal Affairs, Colonel General Ramil Usubov assured President of the Azerbaijan Republic Ilham Aliyev that the staff of the Mobile Police Regiment will discharge vigorously and selflessly its duties, serve the nation, state and statehood faithfully going the extra mile, and show principle stand and resoluteness in fight against crime.
