March 31 – A memorial ceremony devoted to the Day of Genocide of Azerbaijanis was held in the Ministry of Internal Affairs. 

Having opened the event, Deputy Minister of Internal Affairs Police General-Major Ismat Aliyev drew the attention of participants of the event to the fact that soon after the wide-scale settlement of Armenians in Caucasus initiated in the early 19th century real bloodshed came, and attempts of Armenians to realize their false ideas like “Great Armenia” led to real acts of slaughter and genocide against Azerbaijanis, and such bloody events repeated at short intervals.

It was noted that the policy of slaughter and genocide pursued by Armenian nationalists in the Caucasus was based on one fact: they were trying to settle on the Azerbaijani lands by any and all means and to prove that they were original residents of these territories. And the way of realization of this offensive intention passed through slaughter, bloody massacre and deportation of our compatriots. In March of 1918, massacre and slaughter of our compatriots committed in Baku and other regions of Azerbaijan played the part of a "key” for settlement of Armenian in Caucasus.

The Deputy Minister pointed out that following independence our nation could create an objective picture of the historical past. After return of National Leader Heydar Aliyev to supreme power an unbiased political and legal estimate was given to such criminal activity and atrocities committed against our people within these two centuries and historical justice was re-established through a Decree signed by our Great Leader declared 31 March the Day of Genocide of Azerbaijanis. Thus a new strategy was determined in respect of the Armenian issue in the history of Azerbaijan.
 
It was also mentioned that after the issue of this historical document on March 26, 1998, various memorial ceremonies were held in our country and in many countries of the world and this terrible crime of Armenian chauvinism had been condemned.  
 
In the result of the successful internal and foreign policy carried out by the worthy successor of the National Leader’s course, President of the Republic of Azerbaijan Ilham Aliyev countries of the world and international organizations protect the rightful cause of our country and more and more states recognize Armenia as an aggressor.
Then Deputy Minister Ismat Aliyev invited participants of the ceremony to rise and observe a minute of silence in tribute to the memory of genocide victims.

Department Chair of the Baku State University, Doctor of Historical Sciences Professor Anar Isgandarov delivered a detailed report based on historical facts on the policy of genocide against Azerbaijanis and Turks by Armenian nationalists and their henchmen which is still pursued by them today and has already led to hundreds thousands of victims. He noted that truth and real facts about that were concealed for a long time in the Soviet period and actual historical reality was not reflected in those times.
 
His report was based on real facts including true evidences, historical documents and archival materials contained in the books on the genocide policy against Turks and Moslem peoples. The report dealt with the fact that from the early 20th century onward Armenian nationalists and Dashnak armed groups under the guise of bolshevists and with the direct support of imperial forces and imperialist circles committed systematic and mass, merciless and savage extermination of our innocent compatriots, old people, women and children not only in Baku but in many regions of our country. It was noted that geography of those bloody events was very vast and the genocide and massacre were stopped only owing to heroism of the Islamic Army of the Caucasus under the command of Nuru Pasha.
