The meeting was held in the “Khazri” Recreation and Health Center of the Ministry of Internal Affairs on April 28 by the request of the Ambassadors Extraordinary and Plenipotentiary and other representatives of the diplomatic corpses of the foreign states accredited in our country.

The first deputy minister of Internal Affairs, the police lieutenant-general Vilayat Eyvazov welcomed the guests on behalf of the management of the Ministry and stated that the meeting is of special importance in terms of mutual cooperation.

Then, he gave co0mprehensive information about the historic path passed by our country in the years of independence, the successful results achieved in the field of combating crime and protection of public order, provision of humand civil rights and freedoms, excriminogenic situation and the duties set forth.

The first deputy Minister noted that during the last 3 years, 268 meetings were held in the Ministry of Internal Affairs with the leaders of the diplomatic missions of foreign states, as well as the leaders of international organizations. During the meetings, the issues related to the protection of the diplomatic corpse were discussed along with the bilateral relations. At present, the Detached Police Battalion and Head Guard Office of the Ministry of Internal Affairs for protection of the diplomatic representations implements protection of over 50 diplomatic representations situated in the territory of the country and the service of the police officers involved in relevant works is kept under serious control. They have prevented unlawful actions of 61 persons during last 3 years.

Provision of defense and security pf the diplomatic representations is one of the issues that were given great importance and the activities in this field are regulated by the special operation plan.

The police lieutenant-general Vilayat Eyvazov also stressed that Azerbaijan Republic is also one of the states suffering terrorism. As of 80s of the last century, our country and its citizens have become the target of the Armenian terrorism. Only in 1989-1994, two thousands of people were killed and hundreds of citizens were wounded in the result of 32 terror acts committed by the Armenian terrorist groups against Azerbaijan.

Loss of the possibilities of control on the border strip in the lenth of 132 kilometers with Islamic Republic of Iran in the result of occupation of more than 20 percent of Azerbaijan land, as well as Daglig Garabag and 7 regions situated arount it by the Armenian armed forces is one of the serious problems. In the result, useful conditions were created for illegal turnover of drugs, firearms, performance of the secret training bases of international terrorist organizations in those territories without obtsacles. This fact remains as one fo the major threats to the security of not only Azerbaijan, but also the whole region.

it was also stated that one of the issues causing inconvenience in the world community for recent years is religious extremism and increase of challenges and threats of terrorism in religious background. That is why, serious measures are taken in the direction of identification of the citizens of Azerbaijan who took part in armed conflicts, terrorism and religious extremist activities in foreign countries, imposition of restriction on their crossing border and keeping the operations under control together with the related state authorities. The participants were announced that application of special technical means in combatting terrorism and religious extremism is of significant importance. It was noted that the centralized surveillance is conducted in the country 24/7 with over 110 thousand video survailance cameras in the republic taking into account the Baku Metropoliten.

The first deputy Minister stated that that during the past 12 years, the activities in the field of combating crime, provision of public order was continuous; the operativ condition was kept under full control. About 90 percent of unlawful actions recorded due to expedient prophylactic measures is arranged by the less grave crimes not constituting great public threat, only 10 percent of them is grave and especially grave crimes. At the same time, combating organized crime is of systemic nature and over 3 thousand grous and teams that committed gravce and especially grave crimes were neutralized.

The achieved results are positively evaluated by reliable international organizations.

At the end of the speech, the rapporteur assuared the representatives of the diplomatic corpse that the Ministry of Internal Affairs together with the other law enforcement authorities will take all necessary measures for implementation of combating crime and its transnational types with hugh professionalism, provision of public order, security and stability in dule level.

The Head of Office of the Ministry of Foreig Affairs Parvin Mirzazada spoke about the close, efficient business cooperation between the the authority he represented and the Ministry of Internal Affairs in the direction of ensuring the security of the representatives of the embassies and diplomatic corpses accredited in our country,  at the same time, the problems faced by the diplomats representing our country in some foreign states.

The Ambassador Extraordinary and Plenipotentiary of the Russian Federation in our country Duayen Vladimir Dorokhin delivering a speech on behalf of the diplomatic corpse expressed his gratitude to the management of the Ministry of Internal Affairs for positive response to his initiatives, for high level organization of the meeting and for comprehensive information.

At the end of the meeting, the first deputy minister of internal affairs, the police lieutenant-general Vilayat Eyvazov answered the questions of the participants of the event in detail.
