Main Department of Internal Troops


One of the important structural part of unit system of Ministry of Internal Affairs of Azerbaijan Republic orginizing activity of Internal Troops to protect the interest of individual,society and state, constitutional rights of citizens from criminal offences, to guard main government facilities and communication hubs, to protect public order and security measures during mass events, prevention of public riots and other duties defined by the national legislation.

The Internal Troops were established in 1991 according to the Decree of the President of the Republic of Azerbaijan.

Duties, responsibilities and major principles of the Internal Troops’ activities are determined by the "Law of Azerbaijan Republic on the Status of Internal  Troops dated in 1994.

According to the Law, duties of the Internal Troops are as follows:

  • to participate in the provision of security operations in urban areas and other residential places through joint patrolling with other agencies of the Internal Affairs, protection of law and order during mass events;
  • security measures for the major state objects, communication plants and transportation of special consignments;
  • to participate in search and apprehension of unauthorized persons intruding into safeguarded areas;
  • to guard storehouses and military bases of the Logistics Department at the Ministry of Internal Affairs of the Republic of Azerbaijan; 
  • to participate in liquidation of results of incidents, fires, natural calamities and other similar cases;
  • to support in preventing of mass riots in residential areas; 
  • support to the MIA agencies in rescue operations, protection of property in abeyance and safeguarding law and order in cases of accidents, mishaps, fires, natural calamities and other extreme situations, as well as in the course of enforcing the state of emergency;
  • to assist to prevent mass riots at the penitentiaries,
  • participation in search and apprehension of fugitive convicts and detainees;
  • to participate in defence of the area of Azerbaijan Republic in case of necessity.

Any other responsibilities of the Internal Troops may be specified only by the law.

The activity of the Internal Troops for military regulations, rules and military service procedures shall be provided by the military-normative acts specified for Armed Forces.

Commander of the Internal Troops shall be directly subordinate to the Minister of Internal Affairs in the capacity of a Deputy Minister.


Regulations "About the Combat Banner for the Military Units of the Internal Troops at the Ministry of Internal Affairs", "Image of the Combat Banner of the Internal Troops at the Ministry of Internal Affairs", "Coat of arms of the Internal Troops of the Ministry of Internal Affairs" and "about the Insignia of the Internal Troops at the Ministry of Internal Affairs" were approved by the Decrees of the President of the Republic of Azerbaijan dated on March 11, 2002.

By the Decree of the President of the Republic of Azerbaijan dated on March 9, 1995, 12 March - the date of commencement of Internal Troops’ involvement in fighting operations for protection of Azerbaijan’s territorial integrity from the aggression by Armenia was declared the Day of Internal Troops.

Casualties of  the Internal Troops in the conflict between Armenia and Azerbaijan over Nagorno Karabakh include 496 deaths, 268 missing persons and 1166 wounded servicemen.

9 representatives of the Internal troops were decorated by the highest military award of the National Hero of Azerbaijan for courage and prowess in fighting operations (8 out of them posthumously) and 1738 servicemen became holders of various national awards.

Training courses for the Internal Troops officers are provided at the Military Academy of the Ministry of Defense.

Non-commissioned officers (NCO-s) and warrant officers for the Internal Troops are recruited from among the conscripts willing to continue the service after expiration of the term of conscription. Their training is provided at Base N of the Internal Troops.

Training courses for junior commanders and specialists are provided for the period of 3 moths with subsequent secondment of trainees to military bases and after the course they are appointed to the military units to continue service.

According to the Constitution of the Republic of Azerbaijan and "Regulation about military service", the period of conscription is 12 months for the persons with undergraduate education and 18 months for the rest of the conscripts.

The Internal Troops has cooperation with the respective bodies of the United States of America, Republic of Turkey, People’s Republic of China and other countries.
