SPECIAL STATEMENT OF PROSECUTOR GENERAL, MINISTRIES OF NATIONAL SECURITY AND INTERNAL AFFAIRS OF AZERBAIJAN REPUBLIC

As earlier informed, in houses, on summer residences and various objects belonging to the former minister of economic development Farhad Aliyev, detained as the suspected person on the criminal case launched on Articles 179.3, 308.2, 28.220 and 278 of Criminal Code of the Azerbaijan Republic, have been carried out searches during which were withdrawn significant amount of foreign currency, subjects of adornment, art works and other valuable things got in the criminal way.
So, as a result of the carried out searches in Farhad Aliyev's office at the building of the Ministry of Economic Development have been found out and withdrawn 50 thousand 500 dollars, 6 thousand Euroes and 860 English pound sterling, in his apartment at the military station “Gizil Sherg” - 30 thousand Euros, 6 thousand 500 dollars, on summer residences - 34 valuable works of painting, 500 state privatization checks, at the office of “Azpetrol” Company belonging to his brother Rafig Aliyev - 565 thousand dollars and not sent to the cash department of 5 billion 609 million manats. In the addresses on which searches have been carried out, also have been found out the significant amount of gold ornaments, 7 pistols and hunting guns of various marks, other valuable things, the documents confirming the property right to numerous property. The investigations connected to corruption and other infringements of the law on numerous commercial objects, actually belonging to Farhad Aliyev is underway.
  As a result of the operative-investigation actions carried out on criminal case it, has been established that one of the persons providing with financial assets, necessary for realization of the criminal plan of Rasul Guliyev pursuing the purpose of violent capture of power in Azerbaijan, and also components of the given plan - mass congestion of the population at the International Airport, formations of the armed sabotage groups which will show resistance to forces of protection of the order and to provoke disorders, was the former Minister of Health Ali Insanov.
  The carried out investigations show that Fikret Yusifov under the task of Rasul Guliyev with whom he kept continuous links, during various time met with Ali Insanov and transferred him instructions on active participation in the affairs planned with a view of violent capture of power in the country, and also about allocation of financial assets in the necessary amount.
Having established in August 2005, links with Ali Insanov, Fikret Yusifov has met him at restaurant “Flagman” on the Novkhany-Sumgait road. During conversation, Ali Insanov, having supported the plans directed against state interests, promised to render all-round assistance and asked Fikret Yusifov to assure of that Rasul Guliyev.
 Being at the end of August 2005 in St Petersburg, Fikret Yusifov has called to Rasul Guliyev and informed, that Ali Insanov is ready to assist without hesitation to violent capture of power any financial help, in turn, Rasul Guliyev has charged to take from Ali Insanov 100 thousand dollars. Having come back at the end of September to Baku, Fikret Yusifov again has met with Ali Insanov, and the former Minister of Health promised that there would not be any problems, that if necessary will urgently transfer the said amount.
The other day, Ali Insanov has sent to Fiktret Yusifov 100 thousand dollars through the business manager of the Health Ministry and the latter’s relative Arzu Alakbarova.
Fikret Yusifov has also pointed in his testimony that according to assignment of Rasul Guliyev, after coming back from St. Petersburg to Baku October 10, 2005, through Arzu Alakbarova warned Ali Insanov on his intention to meet with him, the latter, understanding the goal offered to notify the amount in a letter. Fikret Yusifov stated the necessity of allotting of similar amount and on October 14 Ali Insanov through Arzu Alakbarova again has sent 100 thousand dollars to Fikret Yusifov.
The same day, Fikret Yusifov, according to phone assignment of Rasul Guliyev, has sent 50 thousand dollars on destination, the remained 50 thousand dollars he kept himself pending for the next assignment. 50 thousand of the 60 thousand dollars found out in Fikret Yusifov’s apartment during the search on October 16, 2005, just was the money Ali Insanov sent.
In her testimony, the business manager of Health Ministry Arzu Alakbarova gave during the investigation, fully confirmed the above-mentioned facts told by Fikret Yusifov.
On October 20, 2005, Ali Insanov was detained as a suspected person on the case. 
At the same time, as a result of investigation-operational measures, it was established the facts confirming the existence of abusing of official powers for personal interests, misappropriation and squandering of state property and mass bribery in granting the licenses in the public health system supervised by Ali Insanov. On the same commitments, also was detained the chief of the pharmacology and medical technique department of the Health Ministry Akif Maharramov.
In the course of investigation, from Ali Insanov’s apartment at 50, Jafar Khandan Street and villa, it was found and taken 1 million 289 thousand dollars, 884 thousand Euros, 25 kg substances of jewelry and bullions of gold in brick form, the documents on property right to numerous belongings, 17 valuable pictures, antiquary adornments, 20 thousand dollars and numerous precious substances from his office at the Health Ministry, from Akif Maharramli’s apartment 1 million 217 thousand dollars, and from his office 8 thousand 900 dollars. Currently, investigation was launched to the cases of corruption at the Health Ministry.
The necessary measures directed on full, all-round and objective investigation of all accomplices of criminal actions, are underway.
